He was a Pearl Harbor Survivor and a proud member of the Pearl Harbor Survivor Oceanside Chapter 31. He also was in the first landing on Tarawa, where he was wounded and later received the Purple Heart. Cecil retired from the USMC as a Major and Civil Service Camp Pendleton Base Maintenance Supervisor for a combined service of 34 years. He was actively involved with youth baseball and adult softball activities.
