Japanese prisoners are loading LVT(2) to the left to be taken off Betio to a waiting ship. The prisoners are stripped to avoid any hidden weapons from appearing. Presumably the Marines are from the MP platoon.
The top picture looks to be taken from the port side of LVT 20 shortly before or afterthe bottom picture was taken.
